本课题在对现有路面结构状况和使用状况进行调查，并对路面使用性能和破坏原因进行分析的基础上，结合秦皇岛地区的土质、水文条件，确定重型击实标准条件下土基回弹模量值，依据不同等级土基对路面基层或底基层的厚度产生大致相同效应的原则，将秦皇岛地区地基强度等级划分为三级并将本地区公路分成三个区。在广泛收集交通量及组成的观测资料，了解交通特性，进行交通参数分析后将交通量等级划分为四级。
